UPDATE: Assault with Firearm 860 Main Street

East Hartford, CT - On Friday, October 15, 2021 shortly before 1:00 PM East Hartford Police responded to 860 Main Street for a reported shooting inside the hallway of the upper-floor apartments.  Responding Officers quickly located an adult male victim suffering from what appeared to be a single gunshot wound to the arm.  He was treated outside the building by East Hartford Fire Department paramedics, and transported by ASM to a local hospital for non-life threatening injuries.  The shooting suspect, an adult male, barricaded himself inside a 4th floor apartment while forcing an adult female to remain with him against her will.  They remained there until the EHPD Tactical Team and EHPD Negotiators convinced the suspect to allow the female to leave the apartment, and then later to surrender without further incident.  There were no other injuries.  A loaded firearm believed to be used by the suspect was recovered on scene by EHPD Detectives.  This incident, including the circumstances leading up to it, remains under investigation.      

Suspect/Arrestee is identified as Randolph Brown, 29, of 860 Main Street, Apt. 402, East Hartford, Connecticut.  He is charged with the following:

Criminal Attempt of Murder

Kidnapping in the First Degree with a Firearm

Assault in the Third Degree

Interfering with an Officer

Breach of Peace in the Second Degree

Unlawful Discharge of a Firearm

Reckless Endangerment in the First Degree

Carrying a Pistol without a Permit

Further charges are pending. 

He is currently being held on $1,000,000 bond and is expected to appear at Manchester Superior Court tomorrow morning, Monday, October 18th
