Zoning Regulations Re-Write

February 2023 Update - New Zoning Regulations and Map Approved and Adopted (Effective date Feb. 18th, 2023)

In 2019, The East Hartford Planning and Zoning Commission began the process of undertaking a comprehensive Zoning Regulations rewrite. The process has included an "audit" of the existing regulations in 2019. During the pandemic Town staff and zoning regulations rewrite consultant Glenn Chalder, of Planimetrics, worked on revising and compiling a draft set of regulations. During the year 2021, the Planning and Zoning Commission began reviewing regulations with the goal of adopting a revised set of Zoning Regulations in early 2023. 

The Objectives

The objectives of re-writing the Zoning Regulations are as follows: 

1) Reorganize - Reorganize the regulations to make them easier to use

2) Clarify - Revise sections to make them easy to understand

3) Review / Update - Ensure the regulations address important issues

The Significant Changes 

A summary of major changes to the Zoning Regulations is available HERE. The major changes are outlined below: 

1) Re-organized regulations to help make them more intuitive and more “user-friendly”

2) Added “click-links” to help people more easily navigate among sections 

3)  Integrated the “Engineering Design Manual” into the Regulations 

4) Updated to reflect current land use / zoning / regulatory practices 

5) Removed inconsistencies between sections / Added clarifications where needed 

6) Updated to reflect statutory changes and court decisions
