What is the timeline of the CDBG Program?

CDBG is an annual program that requires different reporting and administrative actions throughout the calendar year. A summary of those activities is listed below:

  • January – Public Service applications for funding are solicited and received from not-for-profit organizations that provide services to East Hartford residents.
  • February – The Action Plan for the Program Year beginning in September of that year is discussed with Mayor.
  • March – The Public is notified via a legal notice of the proposed Action Plan and public hearings are held.
  • April – Public is notified again of proposed Action Plan that will go before Town Council.
  • May – Action Plan goes before Town Council.
  • June – Public is notified of the Town’s intent to request funds from HUD for projects identified in Action Plan.
  • July – Final Action Plan is submitted to HUD.
  • August – Funds are released to the Town to fund the Program Year beginning in September.
  • September – Prepare for new year, new accounts, begin CAPER, etc.
  • October – Public is notified that the Consolidated Annual Performance and Evaluation Report (CAPER) can be reviewed and that a Public Hearing will be held in November for their ideas of what activities to be funded next program year.
  • November – Public Hearing held on CAPER and to capture ideas for funding for next year; CAPER is delivered to HUD.
  • December – Public is notified that applications are ready for public services to apply for funding in September.
