What is the CDBG Consolidated Plan?

The purpose of the Consolidated Plan is to state in one document the specific objectives that a community, in this case East Hartford, intends to follow over a five year period to work toward the overall goals of the CDBG Program; provide decent housing, a suitable living environment, and expanded economic opportunities principally for persons of low to moderate income.

The Grants Administration Office is the lead agency for overseeing the development of the Consolidated Plan. Grants Office staff members are responsible for collecting and analyzing data and conferring with housing and social service agencies, community-based organizations, and economic development agencies during plan development. The Town’s Citizen Participation Plan must be followed in gathering public input to the formation of the Consolidated Plan.
