Goodwin Street Reconstruction

Project Information:

The Town of East Hartford is administering a road reconstruction project for a portion of Goodwin Street.  The preliminary design is complete, and the project is scheduled for construction under the Local Transportation Improvement Program administered by the Connecticut Department of Transportation.

It is the Town’s and the State’s policy to keep the public informed and involved when such projects are undertaken. It is important that the community shares any concerns to assist in project development. The Town conducted an informational meeting Thursday, October 23rd, 2025. The project will now be moving into final design phase as the next step.

This project includes reconstruction of approximately 3,400 feet of Goodwin Street from Ellington Road (U.S. Route 5) to School Street.  The improvements include full reconstruction of the roadway pavement, installation of granite curbing, sidewalks, accessible (ADA) sidewalk ramps, signing and pavement markings.  The existing traffic pattern at Ellington Road will be maintained, leaving the triangular center island and the existing traffic signal. A crosswalk will be installed approximately 120 feet east of Ellington Road, where the existing sidewalk on the south side of Goodwin Street ends.  The drainage system will be largely reused, reducing project cost. The reconstruction will interface with the at-grade railroad crossing maintained by the Connecticut Southern Railroad, providing new signs and pavement markings.  Based on a preliminary assessment, construction cost is estimated at $3.2M.

The State will provide 100% of the construction cost for this project.
