Storm Drainage System

1979 Watershed PlanThe Town of East Hartford owns and maintains the storm drainage system located on Town right-of-ways and properties.  Storm drainage systems in state roads (see the State Road page), are owned and maintained by the State of Connecticut, Department of Transporation.

The storm drainage system is made up of inlets (most commonly referred to as catch basins), manholes, pipes of various materials, pipe outlets, culverts crossing under roads, and open drainage channels.  All storm drainage systems eventually drain to the Connecticut River.  Some discharge into the Hockanum River , one of the five brooks in East Hartford, or to the area protected by the East Hartford levee system.  The brooks generally run from east to west (toward Hartford/the Connecticut River) and include (from north to south):

  • Burnham Brook
  • Goodwin Brook
  • Willow Brook
  • Pewterpot Brook
  • Porter Brook

In addition to maintainence of the storm drainage system, the Town of East Hartford is subject to the Connecticut Department of Energy & Environmental Protection's General Permit for the Discharge from Small Municipal Separate Storm Sewer Systems (MS4 General Permit).  More information can be found on this website.
