Brewer Street Reconstruction Project - Additional

Project L042-002 - Update 2025
Project Location Plan

Project Information:

The Town of East Hartford is administering a road reconstruction project for a portion of Brewer Street.  The preliminary designs is complete, and the project is scheduled for construction under the Local Transportation Improvement Program administered by the Connecticut Department of Transportation.

It is the Town’s and the State’s policy to keep the public informed and involved when such projects are undertaken.  It is important that the community share any concerns to assist in project development.  The Town will conduct an informational meeting Thursday, October 23rd, 2025, 7:00 PM (doors open at 6:30) at the Town Hall Second Floor, Welling Conference Room, 740 Main Street, East Hartford, CT  06108.  This meeting facility is ADA accessible.  Individuals needing language assistance may request services by contacting the East Hartford Department of Public Works, Engineering Division at (860) 291-7380 at least 5 business days prior to the meeting.

The project includes reconstruction of approximately 4,330 feet of Brewer Street from Jefferson Lane to Forbes Street. The improvements include full reconstruction of the roadway pavement, replacement of the drainage system, installation of granite curbing, sidewalks, accessible (ADA) sidewalk ramps, signing and pavement markings.  Crosswalks will be installed at Mitchell Drive and Salem Road/Roxbury Road.  A 1,100 foot section of Brewer Street (located to the west of Mitchell Drive) will be narrower (26 instead of 30 feet wide).  The narrower roadway will match existing pavement widths, allow the guiderail to remain and avoid impacts to Pewterpot Brook.  The narrower section will be marked with signs and "sharrows" indicating that bicyclists are allowed to utilize the travel lane.  The project utilizes existing drainage outfalls, mostly connecting to existing piping in the road right-of-way, except the reconstruction of one outfall that runs 300 feet off the right of way.  No detours are anticipated - all work will be completed using one-way alternating traffic.  Based on a preliminary assessment, construction cost is estimated at $3.5M.

The State will provide 100% of the construction cost for these projects.
