Solar Applications and SolarAPP+

April 2025 Update: The East Hartford Permits and Inspections Division is now accepting SolarApp+ Applications and individually processing Solar Applications to expedite permit approvals for solar projects. 

What types of Solar Permits does the Town now process? 

There are two ways to submit a solar permit depending on your type of solar project:

  1. For all 1&2 Family Residential Solar projects including those utilizing SolarAPP+  - utilize the Solar - Residential 1&2 Family (and SolarAPP+) Application
  2. For all 3+ Family Residential Solar projects and commercial solar projects - utilize the Solar - 3+ Family Residential and Commercial Application

What is SolarAPP+?

Contractors can use SolarAPP+ for faster rooftop solar permits. SolarAPP+ is a streamlined permitting process for solar contractors who have received their Approval ID from Solar APP+. Contractors submit a project to SolarAPP+ which uses software to automate the plan review process. Once a project is approved by SolarAPP+, contractors can submit the approval to the Town's OpenGov Online Permit system and instantly receive a permit. Installation practices, workmanship, and adherence to the approved design are verified in the inspection process. 

What projects are eligible for SolarAPP+?

  • Only new rooftop solar photovoltaic on detached one- and two-family dwellings and townhomes and related accessory structures (e.g., a garage or ADU).
  • Systems must be 38.4 kW in size or smaller and may include related energy storage systems and service panel upgrades.
  • Properties in the Historic District, in FEMA Flood Zones or projects which include structural reinforcements are NOT eligible to utilize SolarAPP+.

What are the steps for using SolarAPP+?

  1. Register for a SolarAPP+ account (scroll to the bottom) and complete the certification process. You will need to provide your contractor license information for each jurisdiction in you which you operate.
  2. Submit your project to SolarAPP+ for approval. Once approved, you will receive your Approval Document and SolarAPP+ approval ID which you then submit to the Town's ViewPermit online system.
  3. Create an East Hartford Viewpermit account if you do not already have one.
  4. In ViewPermit, submit an application for Solar - Residential 1&2 Family (and SolarAPP+)electronically, uploading your SolarApp approval and then pay the required fee, and the Town will issue your permit. 
  5. Once your project is installed, schedule your inspection by calling the Town Inspections and Permits Division at (860) 291-7340. 

Can I make changes to approved Plans?

Yes. Change orders must be submitted to SolarAPP+ for a new Approval ID and resubmitted through  ViewPermit. East Hartford will not charge for amended plans but SolarAPP+ allows 3 changes free.
