Fair Rent Complaint Form & Instructions
INSTRUCTIONS & FORMS
Any resident wishing to challenge alleged excessive rental charges, and alleged violations, including retaliation may do so by submitting an application to the Fair Rent & Quality Housing Commission.
Applications are made available; online-scroll to end of these instructions for web form, Tenant Complaint Form (PDF), or hard copy in the Mayor's Office.
Please read the below instructions before submitting.
FILING AN APPLICATION: The Commission requires submission of the application on the first Monday of each month or 16 business days prior to its regular scheduled hearing - which are held the 4th Wednesday of the month . The date of receipt of any application shall be the day in which it is received by the Office of the Mayor. If an application is submitted after 3pm on the first Monday of each month, the application will appear on the next month’s regular scheduled commission meeting agenda
INFORMATION REQUIRED: All applications shall include the following information in writing;
- The applicant's name, home mailing addresses, email address and telephone numbers; if the applicant is a Limited Liability Company or a Corporation the managing member’s or responsible corporate officer’s name, home and business mailing address, email address and telephone number.
- Copy of the current signed lease agreement including the current rental rate
- If applicable, new lease with proposed rental rate increase.
- Written summary of why the applicant is asking for the commission to hear their case.
- Any other information the applicant finds relevant for the commission to understand their situation.
If your complaint involves a concern regarding rental conditions:
Documentation (if any) of communication with landlord/property manager regarding your complaint. This could include copies of work orders, email communication etc.
Building Department or Health Department complaints or reports, or My East Hartford Service Request ID etc. (if applicable)

INCOMPLETE OR INACCURATE INFORMATION: Submission of applications which are incomplete or contain inaccurate information may be grounds for denial or move to the following meeting agenda until the commission’s agent confirms completeness and accuracy of the application.
NOTIFICATION TO PARTIES: Upon the filing of a complaint, the commission agent shall promptly notify all parties in writing of the receipt of the complaint no later than 5 days after the complaint is received.
To aid the Commission in handling your complaint in a timely manner, please send your application and documentation to the Fair Rent Commission, email FairRent@easthartfordct.gov or bring it in-person to the Town of East Hartford Mayor's Office at 50 Chapman Place during business hours (Monday through Friday, 8:30 AM - 4:30 PM).
