November 8, 2022 State Election and Referendum
The Electors of the Town of East Hartford are hereby warned to meet at their respective polling places in said town on Tuesday, November 8, 2022, for the following purposes:
I. To cast their votes for Governor and Lieutenant Governor, United States Senator, Representative in
Congress, State Senator, State Representative, Secretary of the State, Treasurer, Comptroller, Attorney General, Judge of Probate, and Registrar of Voters.
II. To vote on the following question for the approval or disapproval of a proposed AMENDMENT to the
Constitution of Connecticut, a vote of “YES” being a vote for approval, and a vote of “NO” being a vote for disapproval:
1. Shall the Constitution of the State be amended to permit the General Assembly to provide for early
voting?
The full text of such proposed questions with explanatory text, printed in accordance with §2-30a of the General Statutes, is available at the Town Clerk’s office for public distribution.
The vote on the proposed questions is taken pursuant to the Constitution of Connecticut.
III. By way of Referendum:
“Shall the Town Charter be amended to provide flexibility in reorganizing town departments, create a position of Chief Administrative Officer, eliminate the minimum voter turnout requirement for referendum in Section 8.5, eliminate the Personnel Appeals Board, clarify the line of succession in the event of a Mayoral vacancy and make minor and technical changes?”
The ballot label for said question shall read as follows:
- “Shall the proposed amendments to the East Hartford Town Charter that were recommended by the Charter Revision Commission and approved by the Town Council be approved?”

“Shall the resolution entitled ‘Resolution Appropriating $15,000,000 For The Planning, Design, Construction And Reconstruction Of Town Roads, Town Parking Lots And Sidewalks And Authorizing The Issuance Of $15,000,000 Bonds Of The Town To Meet Said Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purpose’, adopted by the Town Council on August 16, 2022, be approved?”
The ballot label for said question shall read as follows:
- “Shall the $15,000,000 appropriation and bond authorization for the planning, design, construction and reconstruction of Town roads, Town parking lots and sidewalks be approved?
YES _____ NO _____
“Shall the resolution entitled ‘Resolution Appropriating $3,000,000 For The Acquisition And Replacement Of A Tower Ladder Truck, A Pumper Truck, Self-Contained Breathing Apparatus And Rope Rescue Equipment For The Fire Department And Authorizing The Issuance Of $3,000,000 Bonds Of The Town To Meet Said Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purpose’, adopted by the Town Council on August 16, 2022, be approved?”
The ballot label for said question shall read as follows:
- “Shall the $3,000,000 appropriation and bond authorization for the acquisition and replacement of a pumper truck, self-contained breathing apparatus and rope rescue equipment for the Fire Department be approved?
YES _____ NO _____
The vote on the aforesaid bond resolution is taken under the authority of Chapter VI, Section 6.9 of the Charter of the Town of East Hartford, and Chapter 152 of the Connecticut General Statues, as amended.
The full text of the aforesaid resolutions is on file, open to public inspection, in the office of the Town Clerk.
The voting will be by optical voting tabulator. Those desiring to vote for a resolution shall fill in the oval over the question on the optical voting tabulator at “YES”. Those desiring to vote against a resolution shall fill in the oval over the question on the optical voting tabulator at “NO”.
Absentee ballots will be available as provided by law in the office of the Town Clerk.
Notice is hereby given that the location of the polling places is as follows:

Absentee Ballots will be counted at the following central location:
Second Floor Conference Room, Town Hall, 740 Main Street, East Hartford, CT.
Election Day Registration will be held at the East Hartford Town Hall, Council Chambers, 740 Main Street, East Hartford from the hours of 6:00am and 8:00pm
Voting tabulators will be used. The polls will be opened at six o’clock in the morning (6:00 A.M.) and will remain open until eight o’clock in the evening (8:00 P.M.).
