Mayor Marcia A. Leclerc today announced the formal signing of a lease agreement between United Technologies Corporation (UTC) and Horizon Group Properties, paving the way for construction of a new 280,000 square-foot outlet center in the Town of East Hartford.

Mayor Leclerc also announced the opening of the new four-lane road at Rentschler Field, called East Hartford Boulevard North, which will serve as access not only to the new parking lots at the stadium, but as the main entry to the outlet center and a key first step in the development. The new road was completed by UTC’s Rentschler Field Development Corporation, and is a nearly one-mile roadway extending from Cabela’s to the new outlet mall and the stadium’s southernmost parking areas.

“The lease signing comes at an extremely exciting time for our community,” said Mayor Leclerc. “It coincides with the scheduled opening of the Pratt & Whitney World Headquarters, the United Technologies Research Center expansion, and equally important, the creation of hundreds of new temporary construction jobs and permanent jobs both at the retail center as well as at United Technologies.”

“Horizon Group Properties is thrilled to see the completion of the East Hartford Boulevard North,” said Gary Skoien, President and Chief Executive Officer of Horizon Group Properties. “The road looks great and will show our tenants, and those considering The Outlet Shoppes at Rentschler Field, the great access the center will have. It will also show how the traffic flow among Cabela’s, the Outlets, the Pratt & Whitney campus and the stadium will work.”

The retail development will join Cabela’s as the first phase of a new life-style center at the Rentschler Field property. Subsequent phases will include housing, entertainment venues, and food establishments.

The new road has been constructed to Town of East Hartford standards and includes decorative lighting and fencing, as well as granite curbing. Completed in time for opening day of the UConn 2017 football season, the road utilized $7 million in State bond funds that were originally authorized in 2007. The Capital Region Development Authority administered this funding on behalf of the State Office of Policy and Management. The project began in the spring and has been completed on time and under budget.
