The Town of East Hartford to Reopen Facilities on June 21

East Hartford, CT— Mayor Marcia Leclerc is pleased to announce that all town facilities, including the East Hartford Town Hall, will reopen to the public on Monday, June 21, 2021 for regularly scheduled hours of operation. Town Hall will be open Monday through Friday, 8:30 AM to 4:30 PM, other town facilities may have different hours (please see below).

“As we enter this new stage of the pandemic, it is imperative that we do not let our guard down,” said Mayor Marcia Leclerc. “Please continue to follow all best practices such as handwashing and mask wearing as appropriate, monitor yourselves and family members for symptoms, and most importantly protect yourself and your loved ones by getting the COVID vaccination.”

Visitors to Town Hall are asked to follow the State’s mask protocol, which states that vaccinated individuals are not required to wear a mask, while unvaccinated individuals must continue to wear one. Masks will be available at all service counters for visitors who may need one. In addition to in-person operations, the Town Hall drop box will remain available for tax payments, applications for specific programs or licenses, and other documentation for individual departments.

Please be advised that certain town facilities and programs will require universal masking, regardless of vaccination status. Universal masking is required in settings that have limited spacing availability or where individuals are unable to be vaccinated due to their young age, health conditions. Among such facilities are the East Hartford Public Library, Youth Services, WIC, and Parks and Recreation. 

Additional Town facilities and services-specific guidelines are as follows:

East Hartford Public Library: hours Monday & Friday: 9 am - 5 pm; Tuesday - Thursday: 9 am - 8 pm 

  • Please note, the Library requires all patrons to wear a mask at all times regardless of vaccination status.
  • Throughout the summer, the Library will operate on a “grab and go” basis.
  • Public computer access and copier/fax services available.
  • Browsing materials is available on the main level.
  • The walkup window remains open for patrons who prefer not to enter the building. Please ring the doorbell for service.
  • On June 28, the library will reopen the children’s room for browsing, and on July 6, the atrium (adult collections) will be reopened for browsing.

At this time, the library is not offering indoor tables and chairs, but there are outdoor tables and chairs on the library’s patio, and benches on the lawn. The Library’s lawn, patio, and parking lot are all served by robust WiFi. Please note that meeting rooms and study rooms are not available at this time. Instead, patrons are encouraged to take advantage of the virtual meeting room service. Please visit this link for further details.

The Cultural Community Center will follow the state’s mask protocol. Specific programs, such as summer camp, will require participants to wear a mask. For guidelines during summer camps, please refer to this brochure.

  • Picnic Pavilion Rentals

Reservations for seasonal picnic pavilion rentals will begin on Monday, June 28th at the Parks and Recreation office.  Picnic Pavilions are available to rent from June 28th through September.  Sites include Martin Park, McAuliffe Park, Gorman Park and Goodwin Park.  For information on permits and fees to use these pavilions, please visit this link.

  • East Hartford Community Cultural Center Small Group Meeting Rooms

The East Hartford Community Cultural Center offers rooms rentals for small indoor events such as birthday parties, baby/bridal showers, meetings, etc.  Reservations for rooms at the EHCCC will begin on Wednesday, September 1st, 2021.

  • The Veterans Memorial Clubhouse is not currently available and we are not accepting any reservations at this time.

The East Hartford Public Works Administrative Office will reopen for in-person services on June 21st, following the State’s mask protocol. Please note, there will be a limit of a maximum of two people allowed within the office at any given time due to limited space.

Health and Social Services

The health department will resume in-person investigations of all complaints regarding bedbugs, mold, unsanitary conditions, and other environmental health issues, but residents who are uncomfortable with staff entering their homes can submit photos and video clips via the My East Hartford platform with contact information and request a remote investigation.

Temporary and annual foodservice license applications can be submitted via the Town’s online permitting portal. If preferred, residents can submit applications in-person at the Health Department or via a drop box.

Social Services

The East Hartford Social Services Division will continue to offer remote services for most programs, including tax relief and renters rebate, state assistance programs (SNAP, HUSKY, TFA), energy and fuel assistance, emergency relocation, and ADA ticket sales.  Residents can also schedule an appointment to meet with a Social Services representative in-person by calling (860) 291-7295.

WIC

Appointments for WIC certification and recertification will be available in-person. Please note, WIC family members two years of age and older are required to wear masks regardless of vaccination status while at WIC offices located at 50 Chapman Place. Virtual services will continue to be offered for pregnant certification appointments and breastfeeding classes.

Inspections and Permits

The Department of Inspections and Permits will continue using the online permitting portal for building permit applications. The department will continue conducting virtual inspections (Facetime, Zoom) when possible, and in-person inspections when necessary. Residents may call with concerns and requests for in-person inspections at 860-291-7340.

Town Clerk 

The Town Clerk’s office will re-open to the public, following the State’s mask protocol.

  • Applications for marriage certificates and vital records (birth/death certificates), trade names, change of names and dog licenses are available online. Marriage license applications must be completed before visiting the office. Marriage licenses can also be processed remotely via email to rpasek@easthartfordct.gov.   • Applications for vital records can also be processed via mail and the Town Hall drop box.
  • Recording of land records can also be processed via mail, email or the Town Hall drop box.
  • Notary services are available. Please call 850-291-7230 for additional information on notary services.

While walk-ins are welcome, due to a significant amount of requests for these services and limited office space, individuals are asked to call the Town Clerk’s office to schedule an appointment, when possible. This will allow staff to provide services more efficiently and timely.
