East Hartford, CT—The Town of East Hartford's Engineering Department invites you to offer your feedback on the MS4 General Permit Annual Report. 

What is the MS4 General Permit? Why is an annual report needed?

The Town of East Hartford holds a registration under the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4). In 2017, The Town finalized our Stormwater Management Plan. Part of our Stormwater Management Plan requires an annual report to be submitted to the Department of Energy and Environmental Protection.

What does the Annual Report Address?

The annual report addresses the Town’s efforts towards compliance with six (6) control measures:

  1. Public Outreach
  2. Public Involvement and Participation
  3. Illicit Discharge detection and elimination
  4. Construction site stormwater runoff control
  5. Post-construction stormwater management in new development and redevelopment
  6. Pollution prevention /good housekeeping

Each year this report is prepared to document current efforts and data collected from various Town departments. Though the annual report can be very complex, we encourage all residents to be involved with our community events to learn what we can do to improve our environment. Questions and comments can always be addressed by the Town’s Engineering Department. 

The annual report is also available on the Town’s website under the Engineering Department. 

Comments are questions are due by March 27, 2020 to the Engineering Department at 860-291-7380 as this report is to be submitted to DEEP by April 1, 2020.
