East Hartford Begins Annual Road Rehabilitation

East Hartford, CT— As part of the ongoing Road Improvement Program (RIP), the Town of East Hartford signed a $5.82M contract with Tilcon Connecticut of New Britain, CT to rehabilitate and/or resurface approximately 3.9 miles of roadway – a project also known as the “Cambridge Drive Neighborhood Road Improvement Project.” The project includes a group of road sections located east of Main Street, south of Brewer Street and north of Maple Street, as follows:

  • Cambridge Drive – Evans Avenue to Sutton Street
  • Evans Avenue – Handel Road to Handel Road
  • Handel Road – Maple Street to Cul-de-sac
  • Hollister Drive #1 – Jefferson Lane to Nassau Lane
  • Hollister Drive #2 – Hollister Drive (North) to Hollister Drive (North)
  • Hollister Drive #3 – Hollister Drive (South) to Hollister Drive (South)
  • Jefferson Lane – Brewer Street to Hollister Drive
  • Milbrook Drive – Hollister Drive to Cambridge Drive
  • Nassau Lane – Cambridge Drive to Hollister Drive
  • Oxford Drive – Evans Avenue to Sutton Street
  • Princeton Lane – Oxford Drive to Millbrook Drive
  • Sutton Avenue – Main Street to Oxford Drive

Work is currently underway and the contractor will be placing equipment and materials at a staging area located in a farm field east of Jefferson Lane (accessed by a Town-owned right-of-way). Some materials may be placed along the road right-of-way were space is available.

Surveyors will begin to stake out control points for the construction. Initial operations also include complete cleaning of the drainage system, which will help identify drainage repairs that are needed before road rehabilitation. Trees and/or shrubs that encroach into the Town’s right-of-way will be trimmed to make way for the construction. Drainage work will follow – either full structure replacement or replacement of the top and repair of the remaining structure.

Roads will be rehabilitated through either of three methods:  full-depth reconstruction, milling followed by overlay with new pavement, or overlay without milling with curb being replaced in all methods. In addition, accessible ramps will be reconstructed to comply with the American’s with Disabilities Act. Residents may also see Metropolitan District Commission (MDC) crews replacing sewer lines and water services. 

During the work, roads are expected to stay open, with one-way alternating traffic patterns around active work areas. The project is expected to be significantly completed in November, 2020.

To provide oversight of the construction, the Town hired BL Companies of Hartford, Connecticut to provide full-time, on-site inspection and construction administration.
